West Twyford in the Hanger Hill Ward has been plagued by rogue garages who routinely park dozens of cars, mostly unregistered damaged cars, on double and single yellow lines at all times of the day, in residential streets and on pavements and in loading bays in front of legitimate businesses employing hundreds of people in the Borough. They sometimes work on these vehicles in the street including at night causing chaos to residents unable to park their cars, and HGV vehicles unable to manoeuvre to deliver and collect loads from local businesses. The ensuing chaos endangers pedestrians and drivers alike.

When Councillor Oxley visited, he found parking tickets strewn about the street and a wheel clamp sawn off and dumped. In January 2025 alone, 27 parking tickets were issued and only two paid!

Lib Dem Councillor Jonathan Oxley acted. He galvanized Council resources and the police to address the issue and convened a summit of local business leaders, the resident's association and officers from the Council’s enforcement and highways departments. This culminated in a major enforcement operation on Friday 5 September 2025, with 11 abandoned, damaged and unlicensed vehicles removed in a single day, including two Jaguars, three Land Rover Discovery’s and two Range Rovers.

Several of the towed vehicles have outstanding parking tickets associated with them, with one of the Range Rovers having 10 unpaid parking tickets. All outstanding parking fines will need to be paid in full before the vehicles can be reclaimed from the car pound. There were also 15 trade plates that were being misused, and which have been reported to the DVLA.

Councillor Oxley has also instigated improvements to the highway infrastructure. The Council is consulting on new HGV parking bays to ease congestion. Relining and repairs to the footpath are also planned.

Councillor Jonathan Oxley, Liberal Democrat for Hanger Hill, said: “Liberal Democrats believe illegal parking is a scourge, which I’m delighted is being addressed by the Council at my instigation. Today’s enforcement operation to remove 11 illegally parked cars in Hanger Hill is just the start – much more needs to be done across the Borough. This action is testimony to what can be done with Liberal Democrats Councillors at the helm and in concert with the local community, the police, and dedicated and professional Council officers.
